According to Scripture I’d say YES! According to Rabbinic teaching, it’s not required for women (though there seems to be contradictory thought among some Rabbis on this). How do you read Numbers 15:37-41? The way I see it, that is a mitzvah that is important and applicable for all of YHWH’s people. That would include both women and men.
I’m a rabbi (the Biblical small “r” variety) to a small group of talmidim (disciples) in a formal program in our congregation. The group includes 3 women and I taught them all to wear them as the men in the group do. We are proud to be YHWH’s people and people of His Torah which is represented by the tzitziyot. The tzitziyot are important to all of YHWH’s people, men and women, because Torah is important to all of YHWH’s people.
